Norwegian Seafood Industry Adapts 2026 Strategy for U.S. Market Amid Trade Shifts

According to SeafoodSource, the Norwegian seafood sector is monitoring trends and government actions in the United States as it develops its 2026 trade and marketing plans. During the Seafood Expo North America in Boston, a delegation of Norwegian officials visited a retail store to underscore the U.S. market's significance.

The industry's trade strategy has adapted to changing U.S. trade policies, which previously included tariff threats. A recent Supreme Court ruling invalidated certain tariffs authorized under the International Emergency Economic Powers Act. The Norwegian Fisheries Minister stated the goal is to ensure tariff-free trade with minimal disruption, but emphasized that diversifying export markets remains a core strategy due to ongoing policy uncertainty. The minister noted that Norwegian exporters currently value the U.S. market and wish to continue bilateral trade, with the government committed to facilitating that relationship.

The Norwegian Seafood Council held an event to discuss factors influencing its funding decisions for the rest of 2026. A council official explained that U.S. developments have global trade implications, regardless of whether a company exports there directly. Trade agreements involving the U.S., including those with the European Union, the United Kingdom, and China, were described as unclear in their details following the Supreme Court decision. The review period for the United States-Mexico-Canada Agreement was also noted as potentially influential for future trade patterns.

Beyond trade policy, the council is tracking consumer trends. An analyst pointed out that Norway's imported seafood holds a premium positioning in terms of perceived value. The Norwegian Seafood Council's U.S. director said its primary objective is to increase awareness of Norwegian seafood, a consumer marketing effort that began in 2021. The 2026 plan involves four marketing phases, with the next phase aiming to leverage the World Cup, promote summer grilling, and highlight salmon and trout. The council will continue an advertising campaign featuring soccer player Erling Haaland across digital and social media platforms. The director encouraged industry collaboration to maintain a strong market position amidst uncertainty.

The Norwegian smoked salmon market contracted to $203M in 2024, which is down by -8.7% against the previous year. Over the period under review, consumption, however, showed pronounced growth. Over the period under review, the market attained the maximum level at $636M in 2018; however, from 2019 to 2024, consumption failed to regain momentum.
