WTO Council Notes Consensus on 2026 Leadership Slate

According to a report from the World Trade Organization, the WTO General Council has noted a consensus on a proposed list of individuals to chair various WTO bodies for the year. The consensus was noted on March 11.

The proposed chairpersons include Clare Kelly of New Zealand for the General Council, Guilherme de Aguiar Patriota of Brazil for the Dispute Settlement Body, and Nella Pepe Tavita-Levy of Samoa for the Trade Policy Review Body. Other proposed appointments are Erwin Bollinger of Switzerland for the Council for Trade in Goods, Audrey Goosen of the Netherlands for the Council for Trade in Services, and Alaa Hegazy of Egypt for the Council for Trade-Related Aspects of Intellectual Property Rights.

Further proposed chairs are Elmer Jose German Gonzalo Schialer Salcedo of Peru for the Committee on Trade and Development, R.G.S.P.K. Wijesekara of Sri Lanka for the Committee on Balance-of-Payments Restrictions, and Carmen Heidecke of Germany for the Committee on Budget, Finance and Administration. Ram Prasad Subedi of Nepal is proposed for the Committee on Trade and Environment, Clara Manuela da Luz Delgado Jesus of Cabo Verde for the Committee on Regional Trade Agreements, Jose Roberto Sanchez-Fung of the Dominican Republic for the Working Group on Trade, Debt and Finance, and Sumathi Balakrishnan of Malaysia for the Working Group on Trade and Transfer of Technology.

The individuals are expected to be formally elected by the respective WTO bodies at their next meetings, which will occur after the Fourteenth Ministerial Conference scheduled for the end of March. The election for the Chair of the General Council is set to take place at the next regular General Council meeting in May.
