Worker Confidence Hits Decade Low as Job Market Slows in 2026

According to a survey from the New York Federal Reserve, fewer than 16% of workers in February indicated a willingness to leave their jobs voluntarily within the next year. This figure represents the lowest level recorded by that survey in over ten years.

The expected quit rate, a measure of the probability workers will leave their jobs, fell by nearly three percentage points to 15.9% in the same month. This decline in worker confidence coincides with employers reducing their payrolls. Recent data indicates the quit rate has fallen from its peak during a period of high resignations in 2022, as fewer job openings become available.

Economists view a low quit rate as a signal that workers feel less assured about securing better opportunities, which can subsequently slow wage growth. The current conditions contribute to a labor market characterized by low hiring and low separation rates. A separate report showed a hiring rate for employers that is also near its lowest point in more than a decade.

Analysts note that part of the reduction in hiring activity may stem from increased worker caution in addition to employer restraint. Factors influencing lower quit rates include a reduced labor supply, which affects employer hiring plans. With job openings down from previous highs, workers are demonstrating a greater reluctance to leave their current positions.
