Venture Global Secures $8.6B Financing for CP2 LNG Project Phase Two

According to Offshore Technology, Venture Global has reached a final investment decision and secured $8.6 billion in project financing for the second phase of its CP2 LNG project in Louisiana. This phase two financing involved commitments exceeding $19 billion, which adds to the $34 billion previously committed for phase one, with no new external equity investment required.

The CP2 project is designed for a peak production capacity of 29 million tonnes per annum. The company has long-term contracts for nearly all of this output, with clients primarily located in Europe and Asia. Across its three projects in Louisiana, Venture Global's total contracted capacity now exceeds 49 million tonnes per annum.

A group of major global banks provided the construction financing, demonstrating significant interest in U.S. liquefied natural gas investments. Participating institutions included Banco Santander, Bank of America, Bank of China, Barclays, Deutsche Bank, Goldman Sachs, and JPMorgan Chase. Banco Bilbao Vizcaya Argentaria and MUFG Bank acted as lead arrangers for the construction term loan and working capital facility.

Venture Global's chief executive stated that this marks the final investment decision on the company's third greenfield project, bringing its total executed capital markets transactions to more than $95 billion. The executive also noted that the company has reached five final investment decisions in less than seven years, positioning it to become the largest U.S. exporter of LNG once CP2 is fully operational. Legal counsel was provided by Latham & Watkins for Venture Global, while Skadden, Arps, Slate, Meagher & Flom represented the lenders.

In November 2025, Venture Global and Tokyo Gas executed a new LNG sales and purchase agreement. Under this agreement, Tokyo Gas will receive 1 million tonnes per annum of LNG from Venture Global for 20 years, starting in 2030.
