U.S. Launches Section 301 Trade Investigations Targeting 16 Economies

The United States has initiated a series of trade investigations focusing on sixteen trading partners. According to a report from Yahoo Finance, the actions were announced by the Office of the United States Trade Representative.

The probes will utilize Section 301 of the Trade Act of 1974, a statute permitting the imposition of tariffs or other penalties if foreign policies are deemed harmful to domestic commerce. They will assess whether the targeted economies are generating industrial overcapacity, producing more goods than their home markets require, and exporting the surplus to the U.S. market. Officials state this could potentially affect wages, pricing, and investment in American manufacturing.

The list of economies under investigation includes China, the European Union, Mexico, Switzerland, Norway, Indonesia, Malaysia, Cambodia, Thailand, South Korea, Vietnam, Taiwan, Bangladesh, Singapore, Japan, and India. The U.S. Trade Representative indicated the investigations will evaluate policies such as government subsidies, state-owned enterprises, and labor practices that may grant unfair advantages.

Focus on Mexico and China

Mexico's inclusion is noted as a potential complication for trade relations under the United States-Mexico-Canada Agreement. The investigation will look at specific Mexican industries for overcapacity and export of excess supply. This development occurs shortly before the start of the USMCA's formal review process, indicating heightened tensions. While commerce between the U.S. and Mexico grew in 2025, officials contend manufacturing overcapacity in certain sectors may distort trade.

China remains a central focus of the new actions. The U.S. has repeatedly accused China of subsidizing key industries, leading to large manufacturing surpluses that enter global markets. Existing Section 301 tariffs from a prior administration, covering substantial import values, remain active. The current investigation could result in further tariffs or expanded restrictions on Chinese goods.

These investigations follow a recent Supreme Court ruling that invalidated some tariffs previously imposed under emergency economic powers.
