UK Government Unveils Nuclear Regulatory Overhaul to Boost Energy Sovereignty

The British government has announced a comprehensive plan to reform nuclear planning and regulation. The initiative aims to streamline what was described as an overly complex and bureaucratic system that has previously slowed industry progress.

These reforms, which follow an independent taskforce review, are intended to create a smarter regulatory framework focused on proportionate risk management and evidence-based decisions. The core objective is to support the safe, cost-effective, and rapid delivery of civil and defence nuclear projects without compromising safety or environmental standards. All changes are scheduled for completion by the end of 2027.

The plan is positioned as part of a broader effort to enhance national energy sovereignty and transition to clean, domestically controlled power. It is expected to reduce both the cost and timeframe for new nuclear developments. The reforms may also influence other major infrastructure planning regimes.

Specific projects referenced as part of this new strategic direction include the Sizewell C and Hinkley Point C power stations, alongside the UK's first small modular reactor project at Wylfa. The government also highlighted its commitment to constructing four new Dreadnought-class submarines for the nuclear deterrent.

Concurrently, a new skills and research funding package was announced. Over five hundred doctoral students will be trained at universities across the country through four annual intakes. Seven research programmes will receive new funding, with the investment matched by industry partners. This research will focus on areas such as advanced reactor components, waste disposal, and nuclear fuels.

The Defence Nuclear Enterprise is projected to support sixty-five thousand highly skilled jobs by 2030.

Senior officials from the Office for Nuclear Regulation and the Environment Agency expressed support for the ambition of a stronger, more streamlined regulatory framework. They emphasized their commitment to enabling a safe and sustainable nuclear sector while upholding safety and environmental protection as cornerstone principles.

Industry representatives from organizations including Great British Energy - Nuclear, Sizewell C, the Nuclear Industry Association, and several energy companies welcomed the government's plan. They stated that a more predictable regulatory system is essential for delivering new nuclear projects at pace, strengthening energy security, and supporting high-quality jobs.

Trade union representatives also endorsed the move, noting nuclear power's role in energy independence and job creation, while stressing the importance of worker involvement in implementing the reforms.
