UK Government Delays Reformed Energy Performance Certificates Launch to 2027

According to a government update, the launch of reforms to domestic Energy Performance Certificates (EPCs) has been moved to the second half of 2027. The government stated it continues to work at pace on the reforms following engagement with industry on the delivery timeline.

The announcement, published as a partial response to a consultation on the Energy Performance of Buildings regime, confirms plans to introduce four new headline metrics on new-style domestic EPCs. It also states the existing headline metric on non-domestic EPCs will be retained. Updates on buildings where EPCs will be required following reform are included, subject to parliamentary approvals.

The government is committed to reforming the regime to provide a system that gives homeowners and tenants accurate information for making informed investment and purchase decisions. The system is also intended to provide information to determine eligibility for schemes and measure progress against government targets. Furthermore, it aims to serve as a tool to support actions including reducing carbon emissions, tackling fuel poverty, and improving decency and the Warm Homes Plan. The reformed regime is also designed to reflect the needs of wider users beyond homeowners and tenants, such as suppliers of energy efficiency products and services, as well as lenders.

To achieve these goals, the consultation includes proposed reforms to enhance the regime in five critical areas. These areas involve updating what EPCs measure through additional metrics and updating when energy certificates are required by refining the rules for obtaining EPCs and Display Energy Certificates (DECs). Other areas include managing energy certificate quality, improving the accessibility of building performance data, and strengthening the quality of air conditioning inspection reports.

The government will work with industry and the devolved administrations to agree on a new launch date and a shared implementation plan by the summer of this year. A further response covering the remaining parts of the consultation is scheduled to be published in 2026.
