Tax Revenues Surge in Early 2026 Due to New Payment Scheme

According to data from Statistics Norway, tax revenues experienced a significant one-time increase in January 2026. This was caused by the implementation of a new withholding tax payment scheme, which led to a transition period where approximately three months of tax payments fell due in a single month.

The accumulated tax payments, detailed in the tax accounts, show a marked rise by February 2026 compared to the same period in previous years. Total payments excluding petroleum taxes reached 295 billion Norwegian kroner, a substantial increase from 195 billion in February 2025. Taxes directed to local government rose to 69 billion kroner, while central government receipts increased to 133 billion. Contributions to the National Insurance Scheme also grew to 93 billion kroner.

Conversely, revenues from taxes on the extraction of petroleum declined to 35 billion kroner, down from 68 billion the previous year. The cumulative distributed taxes total for February 2026 was 330,294 million kroner. Under the advance tax arrangement, which covers personal taxpayers, payments surged to 242,790 million kroner. Payments under the non-personal taxpaying arrangement, which includes companies, were lower at 87,327 million kroner.

The statistics are used for monitoring public finances and for calculating block grants to municipalities. The data are based on a full census from administrative registers and are not seasonally adjusted.
