South Korea Revises Visas to Tackle Shipbuilding Labor Shortages

According to a report from Korea Bizwire, South Korea's Justice Ministry has announced plans to revise visa policies to attract more skilled foreign technicians to the domestic shipbuilding industry. The announcement followed a policy meeting held in the shipbuilding hub of Ulsan, attended by government officials, local government representatives, industry groups, labor organizations, and immigration policy experts.

Participants at the meeting broadly agreed that immigration policy should shift focus from increasing the overall number of foreign workers to specifically bringing in highly skilled technicians. The goal is for these workers to contribute to the industry over the long term and help revitalize regional economies. The ministry stated its intention to adjust visa programs to emphasize recruiting foreign workers with specialized technical capabilities.

During discussions, some participants suggested lowering the permitted ratio of foreign employees under a specific skilled technical worker visa program from thirty percent to twenty percent of a company's domestic workforce. Officials acknowledged that shipbuilders have tried to hire Korean workers and improve conditions, but the physically demanding and high-risk nature of shipyard jobs has made retaining domestic production workers difficult.

The government noted that expanding domestic employment remains a priority due to the shipbuilding sector's strategic importance to the national economy, even as it considers immigration policy to address labor shortages. The meeting also covered the future of a regional visa pilot program in Ulsan, which grants local governments greater flexibility in attracting foreign workers suited to regional needs.

Some participants indicated it was premature to assess the pilot program's economic and social impact, citing that only 133 workers had entered Ulsan under the scheme and the trial period has been relatively short. The Justice Ministry said it will develop a roadmap to evaluate the regional visa system and decide whether to maintain or modify it after a formal review.

The head of immigration policy at the ministry stated the government would continue consultations with industry and local stakeholders to create practical policy changes supporting both Korean and foreign workers in the shipbuilding sector.
