South Korea Passes Green Shipping Corridor Support Act

Environmental organization Solutions for Our Climate has welcomed the passage of the Green Shipping Corridor Support Act by the National Assembly. The group views the legislation as a meaningful step toward decarbonizing the shipping sector, which is responsible for a significant portion of global greenhouse gas emissions.

The Act is considered strategically important for South Korea due to the nation's heavy reliance on maritime transport for its trade. It establishes a legal framework to support the reduction of emissions from shipping, aligning with international net-zero targets for 2050. The legislation creates a council to coordinate the development of green shipping corridors and mandates a five-year master plan for their development.

It also provides a legal basis for workforce training, research and development, and international cooperation initiatives aimed at maritime decarbonization. The organization had previously provided policy recommendations on this topic.

However, the group expressed concern that the final version of the Act broadened the definition of green vessels to include low-carbon fuels. This adjustment, it argues, risks prolonging reliance on fuels that are not zero-emission solutions, such as LNG and bio-LNG, potentially locking in emissions. The organization emphasizes that achieving net-zero emissions requires a decisive shift toward zero-carbon fuels and renewable-based propulsion systems.

It encourages the government to expand financial support and implementation mechanisms to fully realize the legislation's goals. The organization plans to continue providing research and policy recommendations to ensure green shipping corridors deliver genuine climate outcomes.
