Research Council Grants Boost Firm Growth, 2006-2024 Study Shows

A recent analysis from Statistics Norway examines the performance of companies that received financial support from the Research Council of Norway between 2006 and 2024. The study compared enterprises that were awarded funding in a given year to similar firms whose applications were rejected in that same year, focusing on those with equally high project evaluations.

According to the report, enterprises that secured grants showed greater subsequent growth in research and development spending per employee, total turnover, and employee numbers than comparable firms that did not receive support. The observed positive effects were generally more pronounced for smaller firms and for newly established companies.

The analysis found no significant differences in productivity growth between supported and non-supported firms, except within the category of newly established enterprises, where a significant increase was detected. The report notes that companies applying for or receiving funding in two consecutive years were typically larger and more R&D-intensive than others. For this group, any growth relative to the control group is likely attributable to inherent firm characteristics rather than the grant itself, indicating potential self-selection effects.

The study's authors clarify that recipients of Research Council grants are not representative of all Norwegian businesses in terms of size, industry, or R&D intensity.
