Poland to Demand National ETS Provisions at Upcoming EU Summit

According to Polskie Radio, the Polish Prime Minister has declared that the country will demand specific national provisions related to the European Union's Emissions Trading System ahead of a summit of EU leaders.

The Prime Minister noted that his administration has already acted to counter the effects of the existing ETS framework and to influence talks about a forthcoming expansion of the system. He argued that Poland requires solutions tailored to its circumstances, where the carbon market is seen as a major and decidedly unfavorable influence on energy costs.

In a recent letter, the Polish President urged the government to adopt a stance that would completely shield citizens from further impacts of climate regulations, preferably by exiting the ETS. Should that not be feasible, the President advocated for significant and prompt reforms. These proposed changes include implementing price ceilings for emission permits, removing financial entities from the carbon market to curb speculative trading, and entirely opposing the planned enlargement of the ETS.

However, a Deputy Climate Minister has dismissed proposals to leave the European system. She cautioned that such a move could result in the loss of substantial financial support for Poland's energy transformation, with funds totaling hundreds of billions of zlotys at risk by the start of the next decade.

This development follows a call from ministers of eleven EU member states earlier in the year for a substantial reform of the ETS. Their stated goals were to steady allowance prices, safeguard industries that consume large amounts of energy, and encourage spending on cleaner technologies.
