Pension Chief Warns Leasehold Reforms Could Deter Overseas Investment

The chief executive of Standard Life has expressed concern that proposed leasehold reforms could affect economic growth, according to a report from Yahoo Finance. Andy Briggs stated that the property reforms, championed by Angela Rayner, risk driving away overseas investors. He emphasized that attracting overseas capital is critical for driving better economic growth.

Briggs highlighted that investors require confidence in a consistent legal and regulatory environment over the long term. He warned that overseas capital would be reluctant to invest if there is a perception of legislative or regulatory retrospection. The planned overhaul includes capping ground rents on leasehold properties at 250 pounds annually, likely starting in 2028, with reductions to minimal levels after four decades.

This warning follows criticism from banks and pension providers, who have accused the government of damaging the UK's business reputation. Money managers for a major building society have also argued the cap is based on misconceptions. Standard Life, which manages 300 billion pounds in assets for millions of UK customers, is not directly exposed to the ground rent changes.

Briggs also addressed a separate government decision to retain a reserve power in pension legislation. He stated that customers should have choice in how their pension savings are invested and expressed opposition to mandated investment strategies. His comments were made ahead of a scheduled lecture by Rachel Reeves on reviving economic growth, following official figures showing economic stagnation.
