Norwegian Cultural Spending Trends 2023-2025: Mixed Results for Municipalities and Counties

Recent data from Statistics Norway reveals patterns in cultural expenditures and facility usage across local and county authorities. The figures are derived from the Municipal-State-Reporting system, known as KOSTRA.

Local authorities allocated 4.3 percent of their total net operating expenditures to cultural purposes in 2023. This share decreased to 4.2 percent in 2024 and then to 4.1 percent in 2025. However, per capita spending in this category rose from 3,308 Norwegian kroner to 3,365 kroner and then to 3,396 kroner over the same three-year period. For county authorities, the share of total spending on cultural purposes was 1.5 percent in 2023, dipped to 1.4 percent in 2024, and returned to 1.5 percent in 2025. County per capita spending increased each year, from 377 kroner to 383 kroner and then to 420 kroner.

Culture School Enrollment and Library Loans

Enrollment in municipal culture schools remained stable for children aged six to fifteen, with a consistent 12.9 percent participation rate across 2023, 2024, and 2025. The total number of pupils in these schools saw a slight increase, from 97,231 to 97,575 and then to 98,238. The number of children in that age group attending culture school was 81,399 in 2023, 80,921 in 2024, and 81,476 in 2025.

Public library loans showed notable shifts. Loans of children's fiction rose substantially from over 6 million in 2023 to nearly 7 million in 2025. Children's non-fiction loans also grew. Adult fiction and non-fiction loans saw modest increases. In contrast, loans of audiobooks, films, and e-books generally declined over the three-year span.

Cinema Infrastructure and Attendance

The number of cinema buildings was 203 in 2023, fell to 202 in 2024, and returned to 203 in 2025. The count of cinema auditoriums decreased each year from 689 to 672 and then to 680. Cinema visits totaled over 9.3 million in 2023, dropped to approximately 8.15 million in 2024, and saw a partial recovery to about 8.37 million in 2025.

The statistics are published annually, with preliminary figures released in March and final audited figures issued in June. The data collection framework includes all local and county authorities, with reporting deadlines in February and corrections due by April.
