Nonresidential Construction Planning Declines for Second Month in February 2026

Planning for nonresidential construction projects fell again in February, according to Dodge Construction Network. The Dodge Momentum Index, which tracks projects entering early planning stages, declined for the second consecutive month to start the year.

The index fell in February, following a decrease the previous month. An associate director of forecasting at the firm noted that planning activity is adjusting after a period of increased momentum in late 2025. The same official indicated that concerns related to expenses, workforce availability, and geopolitical factors are expected to limit builder optimism in the short term, but a substantial pipeline of planned work points to increased construction expenditure later.

Despite the broader slowdown, certain sectors showed resilience. Planning for data centers and healthcare facilities remained solid in February. Retail and warehouse construction also demonstrated considerable demand.

Overall commercial project planning decreased month-over-month. However, it remained higher compared to the same month one year prior, with data center development cited as a primary driver. Excluding data centers, commercial planning growth over the past twelve months would have been more modest. Institutional construction planning, which includes education and public buildings, also saw a monthly decline. Industrial planning showed a significant year-over-year increase.

A specific number of projects, each valued at a minimum of one hundred million dollars, entered the planning phase in February. Notable commercial projects included three large data center developments in Texas. Major institutional projects entering planning included a convention center expansion in Florida, a school replacement in Maryland, and a dormitory building in Virginia.
