Mongolia Seeks Revised Terms for Oyu Tolgoi Copper Mine Partnership
Mongolia is pressing for renegotiated commercial terms for the Oyu Tolgoi copper mine, according to a report from Financial Times. The government, which holds a 34% stake in the project through a state-owned entity, views the current arrangement as unfair and is seeking to accelerate dividend payments and increase its share of revenue to approximately 60%.
The mine is co-owned with Rio Tinto, which has invested heavily to expand the operation's underground development. The company stated that the discussions reflect a commitment to realizing the project's full potential for all partners. Under the existing agreement, Mongolia is not scheduled to receive dividends until it repays a large loan from Rio Tinto that financed its portion of development costs, a process that could extend into the next decade.
Partnership dynamics have shifted in recent years. In 2022, Rio Tinto forgave a multi-billion dollar debt owed by Mongolia, an action described as a reset. However, tensions have reemerged, with Mongolia initiating a lawsuit alleging significant tax underpayments for prior years, a case currently in the court system.
The push for better terms occurs as copper prices remain elevated and as the country approaches an election period. Rio Tinto anticipates the Oyu Tolgoi mine, which started open-pit production in 2011, will rank among the world's largest copper producers by 2030.
