A proposed amendment to a cryptocurrency bill in Kentucky is generating significant opposition from industry experts, according to a report from Yahoo Finance. The amendment, added late in the legislative process to House Bill 380, would mandate that providers of hardware wallets create a method for users to reset access credentials.

Critics argue this requirement demonstrates a fundamental lack of understanding of cryptocurrency infrastructure. Hardware wallets are physical devices that store private keys offline, designed so that even the manufacturer cannot access or recover the assets. The Blockchain Policy Institute is communicating with the Kentucky Senate about the potential harm of the proposed language.

Industry analysts suggest the amendment stems from a knowledge gap among policymakers regarding self-custody models, where no central authority exists to reset credentials. The mandate has been described as technologically unfeasible for non-custodial wallets and as an action that could undermine core security principles. Experts warn that such a rule could force hardware wallet providers to either redesign their products in ways that compromise security or cease operations in the state, leading to reduced options for consumers.

They further contend that the legislation could push users toward centralized custodial services, which may present different security risks.
