Italy Launches Antitrust Inquiry Into Quantum Computing Market

Italy's antitrust authority has initiated a fact-finding review of the quantum computing industry. The regulator cited potential risks associated with market concentration, technological lock-in, and the expanding role of global cloud providers in controlling access to the technology.

The authority expressed concern that significant capital requirements, a rapidly growing patent environment, and dependence on proprietary systems could advantage only a few major firms. It specifically highlighted large cloud infrastructure companies that have started integrating quantum computing services into their existing platforms, which may allow them to project their current market dominance into this new area. The regulator's announcement did not name any specific corporations.

Several large technology companies, including Alphabet, Amazon, and Microsoft, are known to be investing in the development of quantum computing. The inquiry will collect input from various market participants on topics including market structure, competitive conditions, intellectual property, consolidation patterns, and strategic dependencies. Contributions from stakeholders are due by April 30.

The Italian watchdog also observed a notable rise in patent applications related to quantum technology, which it stated are increasing faster than in other tech sectors. This trend, described as global tech pre-emption, could reduce market contestability. The regulator further indicated that early acquisitions of quantum startups, including those in Italy where such firms are becoming more numerous, merit increased attention.

The regulator expects to conclude the inquiry by December 31.
