Industry Coalition Pushes for $40 Ultra-Low-Cost Smartphones to Bridge Digital Divide

According to a report from Yahoo Finance, a coalition of telecom operators, device makers, and industry groups is building momentum for a push to bring smartphones to market at a price point of approximately $40. This initiative is seen as a key step to potentially bring tens of millions more people online.

The advocacy group GSMA stated it is collaborating with major African mobile operators and smartphone manufacturers to pilot ultra-low-cost 4G devices in six African nations. The effort aims to make smartphones more affordable and bring an additional 20 million people online. Affordable devices are widely viewed as crucial for narrowing the digital divide in developing markets, where many live within mobile broadband coverage but remain offline due to the cost of internet-enabled devices. The GSMA's Handset Affordability Coalition is working to promote devices priced around $40 to help close that gap.

The initiative is in early stages, with commercial negotiations underway between mobile operators and smartphone manufacturers. The GSMA has engaged with more than 15 smartphone manufacturers, with seven companies expressing interest in supporting the effort. A GSMA representative noted that the $30 to $40 price point is an ambition based on research into affordability and represents a best-effort intent, adding that rising memory costs are adding urgency and complexity.

The final price of such devices will depend on several factors, including financing schemes and tax policies. Development banks, donors, and other financial institutions could help reduce risks for mobile operators investing in the devices. In some markets, import duties and taxes on smartphones can add as much as 30% to handset prices.

The GSMA has not confirmed which manufacturers will produce the devices, as commercial discussions are still ongoing. However, the group hopes initial proof-of-concept devices could be produced this year, with early consumer offerings potentially reaching markets by late 2026.
