Hidden Markets and Monopoly: the Real Cost of Concert Tickets and Scarce Goods

In early March, a government attorney stated to jurors at a civil antitrust trial that the concert ticket industry is broken. The Department of Justice argued that Ticketmaster and its parent Live Nation Entertainment have monopolized the market, leading to higher prices for consumers, according to a report from Fortune.

Academic Identifies 'Hidden Markets' in Modern Life

Separate from the antitrust case, Wharton professor Judd Kessler identifies a phenomenon he terms a hidden market. He studies situations where demand overwhelms supply, prices are kept artificially low, and the actual allocation of scarce goods occurs out of public view. Kessler notes that these systems are a significant factor in determining access to popular concerts, restaurant reservations, theme park access, and even job interviews.

These hidden markets are structured and follow rules, with parties profiting from the resulting friction. Kessler's analysis suggests the core issue is excess demand relative to the price being charged. When prices for scarce items are set below what the market would bear, the scarcity manifests in queues, lotteries, and intermediaries instead of through higher upfront prices.

Societal Preference for Perceived Fairness Over Pure Pricing

Kessler points to a collective societal discomfort with using price alone to allocate all scarce resources. He argues that allocation by price would distribute goods based on existing inequalities in wealth and income. To avoid a system where access is solely determined by the highest bidder, face values are often kept low.

He observes that it would seem unusual for a restaurant to auction reservations or for an artist to set ticket prices at the levels seen in secondary markets, even though those prices might reflect true market value. This preference for perceived fairness helps drive the creation of hidden markets where the real competition happens offscreen.
