Heathrow's £2.6 Billion Parking Plan Criticized by Airlines for High Cost

A plan to provide 36,000 parking spaces at Heathrow airport will come with a staggering £2.6bn price tag. That is £400m more than the estimated outlay for a new runway at Gatwick and more than half the cost of Heathrow's Terminal 5. At £72,000 per parking space, the two multi-storey car parks planned under the scheme will be comfortably the most expensive in Britain.

This week it has led to criticism from some of the world's largest airlines, who will ultimately pick up the bill. In a week when National Car Parks (NCP), the country's biggest car park operator, collapsed into administration, the plan might seem an ambitious one. However, unlike NCP, Heathrow can rely on a captive customer base and funding rules that mean construction costs are ultimately likely to be passed on as aircraft landing fees.

Airline bosses have attacked the project as typical of Heathrow's largesse in lavishing cash on gold-plated enhancements that they and their customers must ultimately pay for. The airport says the car parks will be a vital component of its £49bn plan for a third runway that will lift passenger numbers from 84 million a year to as many as 150 million. It says the sites will be needed to cope with the thousands of additional passengers driving to what is already Europe's busiest airport each day, even if a higher proportion of people take public transport. And it argues that the expense of the project reflects construction costs in London that are themselves amongst the highest in the world.

But the boss of British Airways owner International Airlines Group said the plan was overpriced, highlighting the shortcomings of a funding model that allows Heathrow to charge airlines a regulated fee to cover building and operating costs. He expressed support for expansion but not at any cost, stating that all future spending must be carefully controlled as Heathrow already charges passengers twice as much as Amsterdam and three times as much as Paris.
