Grenada Regains U.S. Seafood Market Access After Regulatory Overhaul

Grenada's seafood exports to the United States have resumed following a comparability finding issued by NOAA Fisheries under the Marine Mammal Protection Act. According to SeafoodSource, this decision allows the nation's fishing industry to resume operations targeting the U.S. market.

The development follows a period of regulatory adjustment. In August of the previous year, Grenada was among a group of nations whose fisheries were denied comparability findings. Nations facing denial were instructed to address identified issues and could reapply after the start of the current year, a point after which their products would be barred from U.S. entry.

To regain access, Grenada's legislature approved a comprehensive update to its national fisheries regulations in November of the previous year. This legislative action was designed to align with U.S. legal standards and included stricter penalties for violations, new observer mandates, and provisions for enacting conservation rules. Authorities are also implementing vessel monitoring technology.

The Minister for Economic Development, Planning, Agriculture and Lands, Forestry, Blue Economy, Marine Resources, and Cooperatives confirmed receiving a letter from NOAA Fisheries dated March 13. The communication stated the agency had completed its review of Grenada's reapplication and found all of its fisheries to be comparable. The minister noted that achieving this outcome required rapid establishment of a dedicated task force and ongoing collaboration with multiple parties, alongside consistent monitoring and reporting to the nation's cabinet.

The newly granted comparability finding is effective through the end of 2029. A senior fisheries official stated the government has updated its regulations to gather data on interactions with marine mammals and enhance overall fisheries management. This is intended to prevent NOAA Fisheries from rescinding the finding.

Specific measures include revised fishing vessel logbooks, which vessels began using last December, and a new marine mammal reporting form. Fishers are now required to document their catch and any encounters with marine mammals during each trip. Further steps to protect marine mammals involve government assistance for fishers switching from J hooks to circle hooks, and a mandate for longline vessels to carry release kits to safely free any hooked marine mammals.
