EU Think Tank Urges Firm Trade Stance Against China to Prevent Deindustrialization

A report from the European Union Institute for Security Studies contends that the bloc must be prepared for a potential trade conflict to prevent deindustrialization. The analysis, published on March 9, 2026, urges European authorities to streamline the use of the Anti-Coercion Instrument, a key trade defense mechanism.

The report follows a period where China leveraged export controls on materials like rare earths and semiconductors, and its trade surplus with the European Union expanded significantly. It characterizes confrontation as likely unavoidable and recommends an approach of escalating tensions to ultimately reduce them, mirroring tactics used by other major economies.

According to the analysis, the economic cost of retaliation from Beijing would be lower than the cost of inaction. It suggests that while a temporary trade war would be difficult, it could be justified to avert industrial decline, a point the report says should be communicated to the public.

The Anti-Coercion Instrument enables the EU to impose countermeasures such as export controls, licensing restrictions, and limits on public procurement access in response to economic pressure from outside countries. However, its activation process is described as slow and politically fragile, susceptible to blockage by member states.

The report proposes reforms to allow provisional application of the tool during a mandatory investigation period. It also advises changing the voting system so that blocking its use would require a qualified majority, rather than needing such a majority to approve it.

Highlighting perceived vulnerabilities in China's economy, including weak domestic demand and reliance on the EU market and technology, the analysis advocates for the EU to create technological chokepoints. It recommends combining targeted industrial policy with export controls and screening of outbound investments.

Further suggestions include diversifying supply chains and export markets. The report concludes that by strengthening its position with these tools and a credible escalation strategy, the EU could then engage in leverage-based diplomacy with Beijing, setting clear demands backed by unilateral measures if agreements are not reached.
