EU Ship Recycling Strategy Sparks Industry Debate Over India Cooperation

A recent European Union declaration regarding cooperation with India on ship recycling has generated significant controversy, as reported by The Maritime Executive. The debate centers on the sustainability and methods of dismantling end-of-life vessels in India.

The European Commission's Industrial Maritime Strategy, published in early March, outlines intentions to collaborate with trading partners possessing ship-recycling capabilities, beginning with India. This proposal has intensified existing disagreements about the standards of Indian recycling facilities. A major point of contention is the continued exclusion of India's beach-based ship recycling yards from the EU's official approval list under its Ship Recycling Regulation.

Industry representatives argue that this exclusion persists despite substantial investments in infrastructure and worker training at Indian yards, and the attainment of compliance certifications under the Hong Kong Convention from recognized classification societies. They characterize the ongoing omission as regulatory inaction. Conversely, environmental advocacy groups urge the EU to uphold its stringent safety and environmental standards, expressing concern over the continued reliance on the beaching method in India, which they describe as hazardous. These groups emphasize that any cooperation must enforce strict social and environmental rules, explicitly prohibiting practices deemed harmful.

This dispute emerges amid broader challenges for the EU regarding the disposal of aging vessels. Data indicates a very small percentage of ships owned by EU companies are currently dismantled within EU-registered facilities. The majority are ultimately processed in South Asia, which handles the bulk of global ship recycling volume. Industry forecasts predict a large number of vessels will require scrapping in the coming years, with expectations that many will continue to be redirected to beaches in South Asia for final dismantling.
