EU Ship Recycling List Criticized for Excluding Indian Yards Amid Capacity Shortfall

According to a report from Recycling International, the European Union's regulatory framework for dismantling large vessels permits approved facilities globally. The system, which includes a list of authorized yards, has not added any Indian ship recyclers for over ten years despite numerous applications and inspections.

The trading firm GMS contends that this ongoing exclusion stems from political considerations rather than a failure by Indian yards to meet international norms. The company specifically highlights the Alang cluster, stating its modern facilities use concrete floors and controlled drainage. These yards reportedly handle hazardous substances using mandatory inventories and specialized disposal.

GMS notes significant investment at Alang in worker training and infrastructure to align with global standards, alongside multiple audits and certifications. The firm asserts that India has processed thousands of vessels across several decades, yielding millions of tonnes of steel. The annual dismantling capacity at Alang is estimated to surpass the total operational capacity of all yards currently on the European list.

Industry analysis indicates a substantial future need for ship recycling, with tens of thousands of vessels expected to require dismantling within the next several years. This projected demand far outstrips the existing capacity authorized under the EU framework. GMS is calling for the approval of qualified Indian facilities, the recognition of an international convention as the key global standard, and a shift toward individual yard assessments instead of regional barriers.
