EU Construction Output Declines 0.9% in January 2026

Preliminary data from Eurostat indicates a contraction in construction production across the European Union at the beginning of the year. Seasonally adjusted output fell by 0.9% in January compared to the previous month, while the euro area saw a more modest 0.1% decrease.

This downturn follows a period of growth in December, when activity had increased by 1% in the EU and 0.7% within the eurozone. The year-on-year comparison also deteriorated, with January output down 2% for the EU and 1.9% for the euro area against the same month a year prior. This represents a shift from the annual growth still recorded in December.

The weakness was concentrated in specific segments. Building construction and civil engineering saw significant monthly declines in both the eurozone and the wider EU. These drops were not counterbalanced by a rise in specialized construction activities, which posted gains.

Performance varied considerably among member states. Poland, Hungary, and Slovakia registered the steepest monthly reductions in January, whereas Germany, the Netherlands, and Denmark saw output expand. On an annual basis, Slovenia, Bulgaria, and Denmark reported the strongest growth, while Poland, Spain, and Hungary recorded the largest contractions.

According to industry analysis, the EU construction sector experienced only minimal overall growth by the end of 2025, following a decline the previous year. The sector, a major consumer of steel, was characterized as weak throughout 2025, with forecasts anticipating a further deceleration in growth for the current year.
