According to a report from Energy-Storage.News, a former chair of a national electricity market review has called for active industry engagement with ongoing market reforms. The focus has moved from policy design to practical implementation, with current processes set to influence how battery storage projects are financed and participate in markets for years to come.

The central argument presented is that the electricity system has undergone a structural transformation. The original market design relied on storing fuel before generation, whereas the modern grid generates electricity first from weather-dependent sources and then stores it. This reversal means financial contracts must now manage both variable demand and variable supply.

Financing for large-scale storage projects has been difficult due to a mismatch in the derivatives market. Banks seek long-term revenue assurances for projects, while buyers are hesitant to commit to long-term contracts anticipating future price decreases. While government programs have intervened, a sustainable market-based solution is deemed essential.

A contract co-design process is currently underway, with applications closing soon. This initiative aims to create standardized financial products suitable for a weather-dependent grid. The process is designed to leverage industry expertise from buyers, sellers, generators, and retailers to determine appropriate risk management tools, rather than having the government dictate contract structures.

Examples of products under discussion include variable renewable energy profile products, standardized virtual tolls for storage, and cap contracts for firming resources. Firming capacity was defined as resources that can continuously dispatch to defend a high market price cap, which can last for several hours before administered pricing takes effect.

Long-term guidance on market price settings informs this contract design work, which also supports a proposed mechanism for long-term investment support. This mechanism, revised to a shorter timeframe based on industry feedback, is intended to address risks the market cannot manage by procuring bulk energy, shaping, and firming contracts for projects.

Multiple pathways for developer participation were outlined, ranging from holding contracts directly to cycling them back to the market or working through intermediaries. The design aims to offer options that accommodate different risk appetites without requiring all developers to become derivatives experts.
