China's Non-Bank Credit Sector Gains Transparency from Regulatory Actions

According to Fitch Ratings, regulatory actions in China have increased transparency in narrow-measure non-bank credit intermediation. This development has made monitoring easier and lowered risks associated with opaque lending structures.

The mitigation of these risks has helped cushion the effect of economic stress. This supports a perspective of a stable operating environment for the country's banks and non-bank financial institutions.

Banks primarily engage in this activity through off-balance-sheet wealth management products and on-balance-sheet entrusted investments. The outstanding value of off-balance-sheet wealth management products represented a specific percentage of nominal GDP at the end of 2025, which was below a previous peak recorded at the end of 2017.

Allocations to non-standard assets within these products have also fallen significantly from their level at the end of 2017 to a lower proportion by the end of 2025. This shift has reduced contagion risks as the products now focus more on end-investors and rely less on interbank crossholdings.

Enhanced risk-control tools, alongside stricter capital and liquidity requirements for non-bank financial institutions, have contributed to lower sector risks. A sustained decrease in non-standard assets, which are loan-like exposures held through less transparent structures, has been a key factor. These improvements have been associated with Viability Rating upgrades for certain Chinese banks in recent years.

Nevertheless, increased transparency and governance do not eliminate fundamental credit weaknesses. Liabilities in the non-financial corporate sector remained elevated relative to nominal GDP at the end of 2025. Specific weaker segments, including property and related borrowers, smaller privately owned enterprises, and more vulnerable local government financing vehicles, present potential for downside risk in the event of an unexpected confidence shock.
