China Expands CIPS Mandate for Multi-Currency Global Payments

According to a report from the South China Morning Post, regulatory changes to China's Cross-border Interbank Payment System, or CIPS, could position it as a potential alternative to established Western financial networks. A study led by a Tsinghua University professor indicates that Beijing is moving to develop CIPS into a global platform that accommodates settlements in multiple currencies and integrates with other international payment channels.

The system recently underwent its first major update in eight years, with new rules taking effect in February. The revised regulations broaden the system's official mandate. Previously focused on yuan-denominated payments, CIPS can now handle offshore yuan transactions and other business authorized by the country's central bank. The new rules also explicitly require the creation of operational guidelines for processing cross-border payments in foreign currencies, including the Hong Kong dollar, through the system.

The professor's analysis, published last month in a journal overseen by the central bank, states that these changes create new possibilities for the system to both compete and cooperate with mainstream international payment networks. Furthermore, the updated regulations have removed a set of strict criteria determining which financial institutions can participate. Instead, operating institutions within the system are now authorized to formulate their own management rules for participants.
