Brazil and Mexico Discuss Oil Exploration Partnership in Gulf of Mexico

According to Bloomberg, Brazil's president stated he discussed a potential collaboration between the state-controlled oil firms of Brazil and Mexico for operations in the Gulf of Mexico. He made the remarks at a recent event, noting the contact was initiated following a suggestion from the chief executive of Petroleo Brasileiro SA.

The Brazilian leader indicated he proposed that Petroleos Mexicanos could receive assistance from its Brazilian counterpart for exploration activities at a specific deep-water depth. No further specifics about the discussion or a prospective agreement were provided. Petroleo Brasileiro SA, known for its deep-water expertise and international expansion aims, currently has no projects in Mexico. Entities representing the Mexican government and its national oil company did not provide immediate comments.

The Mexican administration has reportedly been looking for private sector allies to assist its national oil company in raising production levels, which have declined significantly from their highest point. Outside of one major domestic group, few large international firms have publicly committed to new ventures.

Separately, the Brazilian president advocated for the creation of a strategic petroleum reserve in Brazil, citing examples from other major economies. He described the initiative as a long-term strategic necessity for both the company and the government to mitigate supply disruptions, a point raised in the context of recent market pressures linked to global events.

Furthermore, the president announced an intention for Petroleo Brasileiro SA to reacquire a refinery located in Bahia. The facility was sold to an asset management subsidiary of an Abu Dhabi sovereign wealth fund several years ago. The sale, which occurred under the previous federal administration, has been a subject of criticism from the current leader, who affirmed the repurchase plan while acknowledging the process could be lengthy.
