Baltic Rail Operators Launch Joint High-Speed Train Procurement for Rail Baltica

The national passenger train operators of Estonia, Latvia, and Lithuania have initiated a joint procurement process for high-speed electric trains. The call for tenders was officially launched at an event in Tallinn. Proposals are invited by May 4.

The trains are required to have a top speed of 200 km/h and are intended for journeys lasting up to four hours. They will operate on the future standard gauge Rail Baltica line.

Specifications for the new trains include a length of 106 m and a minimum of 200 seats arranged in standard and business class configurations. The design must include charging points at every seat, designated quiet and family areas, a catering space with a coffee machine, and provisions for bicycles and wheelchairs. Multiple toilets are also required.

The Estonian operator plans a base order of five trainsets at an estimated cost of EUR60m to EUR75m. The aim is for the first unit to be ready for testing in 2029, with passenger service expected to commence from the end of 2030.

A senior official from the Latvian operator stated that the new trains would improve service quality and enable more efficient resource use, focusing on customer experience and sustainable railway development in the region. An Estonian infrastructure minister emphasized the project's importance for connecting the Baltic states to each other and to Europe, citing historical separation from European rail networks. The minister highlighted connectivity, economic value creation, and security as key reasons for the project's significance.

A Lithuanian transport minister described the procurement as an investment in people, aiming to make travel faster and more comfortable while enhancing regional security. A Latvian official noted that domestic market experience demonstrates that quality train services attract customers. The official expressed belief that cooperation among the Baltic states enables significant achievements and demonstrates European integration.
