Apple Cuts App Store Fees in Mainland China to 25% and 12%

According to a Reuters report, Apple announced it will lower the commission fees it collects from developers on its App Store in mainland China. The company stated that fees for in-app purchases and paid transactions will be reduced to 25%, down from the previous 30% rate. For developers participating in specific small business and mini apps partner programs, the commission will be lowered to 12% from 15%.

Mini apps are defined as smaller applications that function within a larger platform. This change is seen as a significant development for Chinese app developers and operators of large platforms that host third-party applications. A state-owned publication estimated the fee reduction could save developers a substantial sum in operating costs each year. The same report suggested the adjustment could improve consumer choices and transparency, potentially leading to lower prices for various digital services and saving consumers a notable annual amount.

Global Context of App Store Commissions

The standard commission rate, often referred to as the Apple Tax, continues to face antitrust examination by regulators in various countries. In one regional market, legislation introduced previously compelled Apple to lower its fees to a range between 10% and 17% for developers. In another major market, Apple permits users to utilize alternative payment methods for in-app purchases. An industry analyst noted that in China, discussions with government ministries had resulted in requests or pressure for the company to reduce its fees.

The new fee structure is scheduled to take effect on World Consumer Rights Day. This timing coincides with a period when Chinese media often focus on companies accused of consumer rights issues. Apple faced criticism during a similar campaign in the past concerning its after-sales service, which led to a public apology from the company.
