2025 Building Permits Show Mixed Trends in Norway's Construction Sector

Recent figures from Statistics Norway detail activity in the construction sector, tracking permissions granted, projects started, and completions. The statistics also cover new dwellings created from rebuilding, as well as structures removed through demolition or destruction.

In the most recent monthly data for February, seasonally adjusted figures indicate a total of 1,995 dwelling permissions were registered. Over the preceding twelve-month period, 20,819 dwelling permissions were recorded, representing an increase compared to the prior year. For utility floor space designated for dwellings, the monthly figure reached 206,057 square meters, with a twelve-month total of 2,501,701 square meters. Permissions for utility floor space in other building types stood at 416,203 square meters for the month and 4,247,551 square meters for the year.

Quarterly data for the final quarter of the previous year shows seasonally adjusted dwelling permissions were largely stable from the prior quarter but showed a substantial annual increase. Utility floor space for dwellings rose both quarterly and annually, while space for other building categories declined compared to both the previous quarter and the same period a year earlier.

Annual data reveals a multi-year trend. The number of dwelling permissions registered in 2025 was higher than in 2024 but remained below levels seen in 2023 and earlier years. A similar pattern is observed for utility floor space allocated to dwellings. Floor space for non-residential buildings also increased from 2024 to 2025 but is lower than in several preceding years.

The statistical series faces inherent complexities. A building is considered approved when a project application is granted, which permits preparatory work to begin. Construction is deemed started based on the permit date. Projects remain classified as under construction from the reported start date until completion, even if work is temporarily halted. A structure is considered finished when temporary use permission or a final certificate is issued.

New dwellings can result from the reconstruction of existing buildings, measured when the building permit is registered. Decreases in building stock are tracked separately, accounting for demolition, fire, and other causes, including revisions to the property register.

The statistics rely on data registered by municipalities in the national property register, Matrikkelen. Registration delays mean that figures for a given period may be revised as more data is submitted, and registered activity may not perfectly align with actual on-site activity timelines. The data represents a complete census of qualified buildings rather than a sample.
